Bishopbriggs Bowling Club Byelaws

These byelaws are made under the powers contained in Rule 17 of the Club Constitution.
1) The laws of the game, as adopted by Bowls Scotland, shall be observed in all matters to which the said Laws relate, and a copy shall be exhibited in the clubhouse at all times.
THE GREEN
2) Between Opening Day and Closing Day, the green shall be open for play every day from 10.00am until dusk.
3) No play shall take place when the ‘NO PLAY’ notice is displayed, except that, should green conditions significantly change after the ‘NO PLAY’ notice has been displayed, it can be removed by decision of
a) the Club President, the Green Convenor, or a Club Member nominated by the Green Convenor to act in his absence, the name of such nominated member to be entered in the Tie Book;
b) at least two members of the Directorate.
Any such decision to overrule the ‘NO PLAY’ sign must be recorded in the Tie Book.
4) All members and visiting players must wear approved bowling shoes while on the green.
RINK ALLOCATION
5) There shall be no allocation of particular rinks to either Gents or Ladies, except that
a) on Monday evenings, the whole green is given over to the Gents Monday Aggregate game;
b) on Tuesday afternoons designated ‘Ladies Points’ in the Fixture List, the Ladies will be allocated four rinks. These rinks will be adjacent, unless certain rinks are unplayable.
c) on Thursday evenings designated ‘Ladies Evening League’ in the Fixture List, the Ladies will be allocated three rinks. These rinks will be adjacent, unless certain rinks are unplayable.
d) rinks will be allocated by the Green Convenor for Inter-Club competitions such as K&D, McManus, etc.
e) two rinks will be allocated to Juniors on Thursdays between 4.30 pm and 6.00 pm, and one rink on Saturdays from 10 am to 12 noon, provided the rinks are not required for special events.
f) should allocated rinks not be required, these become available to other members.
TIES AND BOUNCE GAMES
6) a) Rinks will be available in 3 distinct sessions and there shall be no overlap of play between sessions. The sessions will be from 10 am till 1.30 pm, from 1.30 pm till 5 pm and from 5 pm till dusk. b) Ties (which include any arranged game sanctioned by the Directorate under Article 19 (b) of the Constitution) entered in the Tie Book, and league games, will have preference over other games. There will be no distinction between Ladies and Gents ties.
c) Mixed Pairs ties will have preference on Sunday afternoons.
d) One rink must be left available for a bounce game during the 10 am to 2 pm session. If however that rink is not occupied for a bounce game by 10:30 am it will become available for ties. Therefore a maximum of 5 ties can be entered in the Tie Book for that session, with additional ties to be entered as ‘Follow-On’.
e) Members and Associate Members may play bounce games on available rinks. When playing a bounce game, and all rinks are occupied, players occupying a rink which is not full must invite any members waiting to play to join the game.
COMPETITIONS
7) a) The Match Convenors may co-opt other members to form Match Committees to help facilitate the better management of competitions.
b) The selection of players for all club matches and external competitions in which players represent the Club shall be done by the Match Convenors and/or Match Committees if such committees have been formed. All players taking part in Club or Association matches shall contribute equal shares of the expenses incurred.
c) Club Competition Entry Forms will be circulated prior to the start of the season. Forms must be completed and returned to the Match Convenors as per the instructions printed on them or accompanying them. The Directorate has discretion as to whether late entries are accepted.
d) The Match Convenors or Committees will make the draw for all Singles competitions prior to the start of the season, and post these draws on notice boards. The draws for all other competitions will be made thereafter, at the discretion of the Match Convenors. Closing dates for all rounds except semi-finals and finals will be shown. Match Convenors will have the right to amend dates originally shown if they consider there is sufficient reason, e.g. the green being unplayable, or given over to Association games.
e) Both parties in any tie will be equally responsible for arranging a date and time for ties to be played. Winners are responsible for putting their names forward. If no winners name is put forward to the following round when the closing date has expired both parties will be scratched unless Bye-Law 7(f) applies.
f) If any difficulties arise whereby a tie cannot be played by the due date both parties should jointly notify the appropriate Match Convenor before the expiry of the closing date stating the reasons. Holidays will not justify an extension of time. The Match Convenor / Match Committee will decide whether an extension is appropriate and if so give two dates on which the tie may be played. If no extension is granted, or if the tie cannot be played on either of the dates given, the Match Convenor / Match Committee may either award the tie to one or other of the parties or scratch both parties unless mutual agreement is reached between the parties concerned as to who should go through to the next round. Such resolution may be by any method unanimously agreed by the parties, providing such unanimity is established to the satisfaction of the Match Convenor / Match Committee. If no such unanimity can be confirmed, the resolution shall be by the toss of a coin. Any decision of this nature by the Match Convenor / Match Committee will be recorded and reported to the first appropriate Directorate meeting.
g) In any competition where the number of entries is more than can be accommodated to ensure the smooth running of competitions, the respective Match Convenor / Match Committee will hold a ballot to reduce the entries to the required amount. Any member balloted out will however have first preference when substitutes are allowed and required. Match Convenors will ensure that no member is balloted out of more than one competition in any one season.
h) The Club Directorate may develop “Rules of Play” for the management of Gents Competitions and Mixed Competitions. The Ladies Committee may develop “Rules of Play” for management of Ladies Only Competitions.
i) All club competitions will be played in accordance with Bowls Scotland Rules except where local “Rules of Play” apply. The rules are contained within the Bowls Scotland Handbook a copy of which is displayed in the Clubhouse.
OTHER
8) Copies of the Rules of Play (Ladies & Gents), Club Byelaws, and lists of Ladies and Gents members, with addresses and telephone contact details, shall be displayed in the Clubhouse
9) a) The Club will insure against fire, theft or accidental damage all cups and trophies which belong to the Club or are in the Club’s custody. The Club’s insurance will not cover personal effects of members.
b) Winners, & custodians of trophies not won outright, must return same, clean & in good order, to the Match Convenors 4 weeks before the annual presentation of prizes.
MEMBERS DRESS CODE
10) Gents Formal Uniform: Navy or black blazer, grey or black trousers, white shirt, club tie.
Gents Informal Uniform: Bespoke Club polo shirt, grey or black trousers.
Ladies Formal Uniform: Navy or black blazer, grey or black trousers or skirt, white blouse, club necktie.
Ladies Informal Uniform: Bespoke Club polo shirt , grey or black trousers or skirt.
When informal uniform is worn, members may, instead of a blazer, wear a white or navy jacket with club badge.
a) At Opening and Closing Days, Formal Uniform must be worn by all members.
b) At Finals Days, Formal uniform must be worn by Directors and Ladies Committee members.
c) Uniform is a requirement for all Club matches or official events. Unless Formal Uniform is specified, members may opt for either Formal or Informal Uniform for such events.
d) Players representing the Club may opt to wear either the Formal or Informal Uniform. However, all members of a team (pairs, triples, fours) must be dressed the same, i.e. all in Formal Uniform, or all in Informal Uniform, unless the rules of the association running the competition stipulate otherwise.
e) No football branded clothing is permitted within Club grounds or premises at any time.
HEALTH AND SAFETY
11) Members and visitors must at all times be vigilant regarding potential health and safety issues. Bowls, bags, and other belongings must not be left in areas where they might present a hazard,
e.g. doorways, stairways, etc.
